Who is Johan Peleman
The UN contracting work is a lucrative business that yields unbelievable amounts of money to the contractors; therefore, it is considered one of the major areas for corruption within the highly-corrupt UN system. For Example, Peleman received a budget of 1.3 Million Euros (1.5 million US Dollar) for the work on Somalia panel in 2003, an amount he would not dream of collecting throughout his entire life if he was working in Belgium. Peleman built his entire UN-related career upon the myth he invented about Victor Bout during his initial work with the UN in 2000. The UN Report S/2000/1225 created all the world knows until this day about Victor Bout, and which is in all accounts a false story invented by Johan Peleman, the philosopher turned expert. For a matter of fact all independent reports questioned how “unusual” the UN report of 2000 was by focusing just on one man instead of the situation in the country being looked at and the events being investigated. Nonetheless, Peleman, who had never worked in investigations before, realized that the story he invented suddenly made him an expert, and recognized that his survival is now tied to the survivability of the lies he invented. Since then, Peleman was further involved in three other UN reports contracts, in all of which he repeated the story he invented about Victor Bout with more spices added each time resulting in the creation of what we know concerning Victor Bout today. Johan Peleman found fame and richness by inventing Bout, and because of the shallowness of his knowledge in the matter he was supposedly an expert in, Victor became the center-piece of all of his work, discussions, and interviews. For a matter of fact, there was no single interview or report or article written by Johan Peleman until this day, that did not include Victor Bout in it despite that Victor has left the aviation business and has been living in Russia and not traveling since seven years.

Inadequately
educated philosophy-major turned investigator, Peleman who lacks any experience
in the fields of aviation, transportations, legal, politics, and police
investigative work had never received any formal education or training related
to these fields. However, he was able somehow to obtain work as an assistant to
the UN panel on Angola and overnight he turned to be an “Expert” in all the fields he
never knew before.
